David Musseau is the Director General, Operational Personnel for the Canadian Coast Guard, effective May 28, 2024. The Operational Personnel Branch, formed in 2019, is responsible for supporting CCG’s most valuable asset – its people. The Branch ensures that CCG has a diverse and skilled workforce to deliver its current and future mandate.

David has 25 years of operational service delivery and program management experience acquired at both the regional and national levels within the Public Service. Immediately prior to joining the Canadian Coast Guard, David held key Executive positions within the Employment Insurance Program at Employment and Social Development Canada. At CCG, David has held a number of positions of increasing responsibility that include: Manager, Ship Operations and Service Delivery; Regional Director of Integrated Business Management Services, Central Region; Senior Director, Innovation, Planning and Engagement and Senior Director, Operational Certification and Force Generation. David holds a Bachelor of Arts from Memorial University of Newfoundland and a Master’s in Public Administration from Dalhousie University.
