Port Security & Recovery Specialist, U.S. Coast Guard

Fred Dolbow is a Port Security and Marine Transportation System (MTS) Recovery Specialist with U.S. Coast Guard. With over a decade in this civilian role and 22 years of honorable active-duty Coast Guard service, Fred brings deep expertise in port security, maritime infrastructure resilience, and Salvage and Marine Firefighting (SMFF). He has led national MTS recovery training efforts, conducted critical infrastructure risk assessments, and played key roles in high-profile response operations—including Hurricanes Irma, Maria, and Ida, and major marine incidents like the Golden Ray Capsizing, Ever Forward Grounding, Dali Allison/Key Bridge Collapse, and Potomac River Aircraft Collision. Fred is a graduate of the FBI National Academy, serves as Co-Chair of the MD-NCR SMFF Sub-Committee, and actively contributes to several regional maritime safety and security initiatives. Originally from Portland, Maine, Fred now lives in Severna Park, Maryland, with his wife and five children.
